Honestly, we have only mountain biked in one location in Texas, so we can not speak to the overall mountain bike scene in the state. We can, however, speak to mountain biking in Palo Duro Canyon just outside of Amarillo, having spent 2 weeks there. Palo Duro is a blast to ride and the scenery is gorgeous!
